Special Rate Variation (SRV)

Council finalised details for the special rate variation (SRV) that was presented to the community prior to making its application to the Independent Pricing and Regulatory Tribunal (IPART) for consideration in February 2021.

Every ratepayer was posted a comprehensive Fact Sheet and survey form. They were delivered from Monday, 21st December, 2020. Council sort feedback from all ratepayers  to incorporate all feedback received in the SRV to be submitted for consideration by IPART.

Council must abide by the rules of the SRV process as laid out by IPART and the Office of Local Government.

As detailed in the correspondence ratepayers received from Council the SRV will be sizeable. Council has investigated alternatives in an attempt to avoid applying for an SRV, however, to assure financial sustainability long term, with a view to maintaining service levels wherever possible and, in response to very significant cost pressures imposed by the May 2016 forced amalgamation and subsequent rate path freeze, it has been determined that an SRV is the most responsible and feasible option.

Council conducted Community Meetings, Citizen Juries, and posted videos as part of an extensive community engagement campaign. The majority of these activities will occur in both Cootamundra and Gundagai during January.

PLEASE NOTE:  

All of the citizen jury members were selected randomly from the Expressions of Interest received. Specifically, the random number generator function of Microsoft excel was used to select a number and the person’s name that matched the row number was selected. Joseph Drew made a video of the process and this video will be made available to the Independent Pricing and Regulatory Tribunal (IPART) as part of Council’s submission to them.

It is imperative that ratepayers have the opportunity to have their voices heard and Council strongly encourages attendance at the proposed community engagements. Council has engaged Professor Joseph Drew to ensure there is genuine engagement and everything possible is done to ensure the final submission prepared for IPART in February 2021, reflects the community’s wishes and feedback.
